Directorate General of Foreign Trade (DGFT) issued Public Notice No. 33/2025-26 dated 02.12.2025 regarding Amendments in Paras 4.87(a) and 4.88 of Handbook of Procedures 2023.

In exercise of the powers conferred under paragraph 1.03 & 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director Genera of Foreign Trade hereby makes the following amendment with immediate effect.
2. The amendments in Paras 4.87(a) and 4.88 of HBP, 2023, are as under:

| 2 | 4.88 | Personal carriage of gems & jewellery import parcels by an Indian importer/ Foreign National may be permitted into all EOUs/SEZ units and all firms in DTA through airports in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad and Jaipur. Procedure will be same as for import of goods by a air freight except that parcels shall be brought to Customs by importer/ Foreign National for examination and release. Clearance of imports under this scheme shall be as per normal customs clearance procedure. | Personal carriage of germs & jewellery import parcels by an Indian importer/ Foreign National may be permitted into an EOU/SEZ may be permitted into all EOUs/SEZ units and all firms in DTA through airports in Delhi, Mumbai, Kolkata, Chennai, Bangalore, Hyderabad, Jaipur and Ahmedabad. Procedure will be same as for import of goods by air freight except that parcels shall be brought to Customs by Importer/ Foreign National for examination and release Clearance of imports under this scheme shall be as per normal customs clearance procedure. |
Effect of this Public Notice: Import and Export of gems and jewellery parcels for personal carriage are now also permitted through Ahmedabad Airport.
